Special Assessment Ballot for Reserve Fund

The Parc Newlands Homeowners Board of Directors has contracted with and appointed the HOA Election Team, LLC as your certified Inspector of Elections. In that capacity, and in compliance with state law, we will be managing the balloting and vote count process for a proposed special assessment.

Ballots for this proposed special assessment were mailed Feb. 28, 2025, with a deadline for returning completed ballots to this address by March 31. Homeowners will receive a second mailing with additional envelopes a few days following reception of the ballots.

The proposed special assessment and background is as follows:

Over the years, HOA expenses have continued to increase while the dues have not kept pace. In addition, the association has not built an adequate reserve to deal with the inevitable need to replace and overhaul major building systems. The reserve fund is intended for major capital projects and at this time the HOA’s operating budget cannot cover the cost of any major repairs or upgrades. 

Because of this, the Board is proposing a special assessment that will add $200,000 to the HOA’s reserve account. The assessment for each home would be $9,260 for 1-bedroom homes, $10,988.57 for 2-bedroom homes, and $12,644.44 for 3-bedroom homes. As proposed, the special assessment may be paid as a lump sum, or spread into annual or semi-annual payments over a 3-year period.

The Board believes this assessment is essential to properly fund the community’s reserve account and allow the association to continue to operate as required by the HOA’s CC&Rs and Bylaws. A properly funded reserve account should also allow the association to avoid future special assessments that might otherwise be required if a major community repair was needed and could not be covered by reserves.

Ballot materials have been mailed to all homeowners with a deadline to vote by returning completed ballots to the HOA Election Team. Ballots must be received by 5 p.m. on March 31 to be counted in this election.
